The Operator Workforce Matching Portal is a free, online tool developed and administered by the Ministry of the Environment, Conservation and Parks to help connect system owners seeking staffing resources with water operators who are available for employment.

How does the Operator Workforce Matching Portal work?

All certified and licensed operators can register on the portal with their contact information and certification credentials. Once the certification credentials are validated by the Ontario Water Wastewater Certification Office (OWWCO), registered system owners will be able to search for operator profiles by certificate type, availability and location. System owners with staffing needs will then be able to directly contact operators with potential employment opportunities.

Steps to register on the portal

The following steps must be completed:

  1. Enter your contact information and certification credentials (operators) or water system information (system owners).
  2. OWWCO will verify submitted information with Ministry database to ensure operator and system owner profiles are accurate.
  3. You will receive an email notification from OWWCO once the verification is complete and your profile is active.
Portal registration step-by-step guide
Operators

To register for the portal, you must hold a valid drinking water certificate(s) or wastewater licence(s).

  1. On the Operator Workforce Matching Portal homepage, go to the “Operators” section and click Register.

  1. Fill in your current contact information, ensuring all sections with * are filled out accurately for account logins and to allow employers to contact you. When completed, click Create Account.

  1. You will be redirected to My Profile page. Please enter your Operator ID (check the Operator Listing Report if unknown).

  1. Next, go to “My Certificates” section and click + Add.

  1. A pop-out window will appear. Please enter your Certificate number, type, class and expiry date. When completed, click Add to complete the certification entry.

  1. If you have more than one certificate or licence, repeat step 5. If you make a mistake, you can edit or delete your certification entry using options under “Action”. Review your profile carefully then read and check off the User Agreement statement under “Profile Submission” to submit your profile.

Note: The User Agreement statement must be unchecked for you to edit your information.

  1. You will be redirected to the Account Overview page and your profile will be Pending Verification. After your information is verified, you will receive an email from OWWCO confirming that your profile is active.

  1. Once your profile is active, you can enter your availability and location preferences on the Account Overview page. Click Save Changes to submit.

  1. On the Operator Workforce Matching Portal homepage, go to the “Owners” section and click Register.

  1. You will be redirected to My Profile page. Go to “My Facilities” section and click “+ Add”.

  1. A pop-up window will appear. Enter your facility certificate number and facility name. Click Add to complete the facility entry.

Who can use the Operator Workforce Matching Portal?

All certified and licensed operators can register for the Operator Workforce Matching Portal to support water system owners and operating authorities seeking
staffing resources.

By registering, your profile will be searchable to system owners by your region, availability and certificate class and type. This will allow system owners to directly contact you with potential employment opportunities.

Why is my account not active?

This is likely because the Ontario Water Wastewater Certification Office (OWWCO) is currently validating your certification and licensing information. If additional information is required, OWWCO staff will contact you directly.

Can owners of First Nation systems register on the portal?

Yes. Owners of First Nation systems may register on the portal to find certified operators to operate their drinking water system and/or wastewater facility.

Can owners of non-regulated systems register on the portal?

Yes. Owners of systems not regulated by Ontario may register on the portal if they employ or intend to employ certified operators at their drinking water system or wastewater facility. Including:

  • First Nation communities
  • Owners of systems located on federal lands
What happens if I’m not available to work for a while?

Once you have a profile in the system, you can turn your availability on and off. If your availability is turned off, your profile will not be searchable by system owners. When you become available again, you can switch it back on.

I indicated that I’d be available Mondays and Wednesdays during the day, and now I’m also available on Fridays. Can I update my profile?

Yes. You can log in and change your availability, such as days of the week you can work, whether you can work days, nights, or both, and where you are available to work.

Where is my list of matches? Why haven’t I heard from any system owners?

The purpose of the Operator Workforce Matching Portal is to help match system owners/operating authorities seeking staffing resources with available and certified operators.

When a system owner searches the portal for operators, they receive a list of profiles that fit their criteria. If you have been contacted regarding an employment opportunity, the system owner will directly reach out using the information on your profile. Please ensure your certification, availability and contact information are current.

Who do I contact for support with the portal?

Will I be paid for my services?

You will need to discuss compensation and other hiring details directly with the system owner if you are contacted about a possible position.

How do I know if the certification information included in an operator’s profile is accurate and current?

When operators create their profile and include their certification information, the Ontario Water Wastewater Certification Office (OWWCO) verifies if those details are accurate, based on information that is on file about each operator.

An operator’s profile is only available to be searched in the portal after their information is verified. Operator profiles on the portal are also regularly updated to align with the public operator listing on OWWCO.ca.

My search didn’t yield any results. Does that mean there are no operators available in my area with the credentials I’m looking for?

That may be the case, however, you may want to modify your search criteria to include operators from a broader region.

Please also keep in mind that new operators may be registering every day or week. You are encouraged to check regularly for newly available operators.

How do I reach out to registered operators with employment opportunities?

System owners and operating authorities can reach out to operators using the contact information (e.g. email, phone numbers) provided in their profiles to arrange hiring, compensation and other details related to potential positions.
